Job Description

The Riverhead Central School District invites experienced, dynamic school business professionals to apply for the position of Assistant Superintendent for Business. There will be a full year mentoring / leering opportunity for a professional looking to advance his/her career as a school business official in our educationally progressive community of approximately 5,700 students with almost 1,200 employees serving students in grades pre-K through grade 12.

REPORTS TO - Experienced School Business Official Mentor and the Superintendent of Schools


JOB SUMMARY - 
The Assistant Superintendent for Business administers the business and financial functions of the school district, and provides direction to administrators and staff with respect to business and financial affairs; prepares, makes recommendations, and handles financial matters for the Board of Education; represents school district with respect to school business for State, Federal, County and Town agencies, auditors, vendors, employee organizations, citizen groups such as PTO, and community residents; conducts long term financial planning. The Assistant Superintendent for Business supervises the management of the accounting, payroll, employee benefits, accounts payable, accounts receivable, and grants. In addition, assists in the supervision and management of the food service, facilities and transportation departments.

Job Qualifications

QUALIFICATIONS - 

  • Valid NYS SDA/SBS Certification or NYS SDBL Certification
  • Candidates must demonstrate experience as a successful and visible leader in the following areas:
    • Public-school finance, budget development, and business office operations
    • Fiscal planning, long-term financial planning, and capital improvement projects
    • Payroll, accounts payable, purchasing, benefits and inventory control
    • Investments, insurance, debt services and district borrowing
    • Fiscal reporting, audits and negotiations
  • Ability to effectively manage time and fiscal resources
  • Excellent verbal and written communication skills

TERMS OF EMPLOYMENT - 

  • Central Administration - Cabinet level position
  • 12-month employee
  • Terms and Conditions determined by the Board of Education

ESSENTIAL JOB FUNCTIONS - 
The Assistant Superintendent for Business will be responsible for learning and then developing and promoting practices which are both fiscally and educationally sound. Responsibilities will include but are not limited to learning the following.

  • Establishing strategic and systematic processes to provide guidance and leadership to the Business and Finance Department staff
  • Develop, present and implement the annual budget including administering a budget control system
  • Responsible for learning all business affairs of the district
    • District accounting functions, payroll, accounts payable, purchasing, inventory control, estimates receipts and tax rate relating to proposed budget, investments, insurance, benefits, debt service and district borrowing, works with the district clerk on organizing and running the annual budget vote and bond votes.
  • Actively supervise the following departments: Transportation, Facilities and Food Services
  • Responsible for learning the provision of fiscal reports to State, Board of Education, Audit committees and auditors
  • Provide fiscal information about the District to the Board of Education, State and Federal agencies, BOCES, and the public
  • Learn to conduct long-termfinancial planning. Relates annual budget to long term financial plans; revises and updates long term financial plans annually
  • Participate in negotiations and management of all contracts
  • Be familiar with capital construction projects, including energy performance contracts
