Qualifications:
New York State Education Department Certification - SDA (School District Administrator) or SDL
Minimum of five years administrative experience, with Central Office administrative experience preferred
Demonstrated knowledge of current best practices and research in the field of human resources
Experience with contract negotiations
Advanced knowledge of education law and commissioners’ regulations
Experience in conducting personnel investigations
Strong conflict mediation skills
Excellent verbal and written communication skills
Ability to effectively manage time and fiscal resources
Job Summary:
The Assistant Superintendent is a member of the Superintendent’s Cabinet and reports to the Superintendent of Schools. The Assistant Superintendent for Human Resources is responsible for all aspects of human resource administration; administering Board policies; liaison with all legal offices having business with the district; coordinate district practices to be consistent with federal and state law; coordinate district-wide staffing; coordinate state and national data reports; etc.
Essential Job Functions:
Overview – The Assistant Superintendent for Human Resources maintains all employee records. S/he ensures that employees are receiving appropriate salaries in accordance with negotiated contracts. S/he will ensure that accurate seniority list for all positions is maintained and reviewed annually. S/he will ensure that accurate records are kept, FMLA entitlements are provided to eligible personnel and that all employees taking leaves of absence under the FMLA receive appropriate letters informing them of their rights.
Employee Management - The Assistant Superintendent for Human Resources is responsible for investigating all employee complaints. S/he serves as chair of the districtwide Health & Safety Committee and oversees Title IX compliance with applicable federal and state laws.
Legal – The Assistant Superintendent for Human Resources serves as the liaison with district counsel and other legal offices having business with the district. S/he manages and works with legal counsel on all employee discipline matters including but not limited to 3020-a and section-75 hearings and procedures. S/he manages and works with legal counsel on all EEOC and DHR complaints and any and all other human resource related legal matters.
Negotiations – The Assistant Superintendent for Human Resources participates in negotiations, manages all contracts and handles all disputes arising out of contractual grievances. S/he serves as resource person to Board negotiations with employee groups and as a resource person to the chief negotiator for the district in collective bargaining.
Professional Development – The Assistant Superintendent for Human Resources will insure annual compliance training is conducted and completed including but not limited to Right to Know, bloodborne pathogens, mandatory child abuse reporting, sexual harassment, DASA and other risk management related training for all district employees.
Supervision – The Assistant Superintendent for Human Resources oversees and maintains all records related to all staff evaluations and APPR. S/he develops, distributes & maintains the supervisory program calendar for observations & evaluations; oversees the Frontline/MLP teacher evaluation program and the substitute teacher program & AESOP.
